The logic of Wycoco went this way: There is no wiretapping if there is no wiretapper. Since no one has complained about being wiretapped and no one has come forward to confess to doing the wiretappng, ergo, no wiretapping occurred. For the NBI, then, there is nothing to investigate. Case closed! As for the "Hello, Garci" tapes, why, of course, they do not exist. How could they exist if no wiretapping ever happened?
