Trying to find logic in "pre-emptive" and "response" put together

From Ellen Tordesillas:

Malacañang’s E.O. 464 and "calibrated preemptive response" are causing confusion and fear among people who believe in law and justice.

One journalist is having headaches trying to find logic in "pre-emptive" and "response" put together. How can one respond to something that has not happened, she asks.

Nightly, on the evening news, we see how CPR, has turned some policemen into goons causing physical harm, fear, panic, and chaos and persons calling for truth and justice.

E.O. 464 is a tool of those who lie, cheat and steal to suppress the truth. It threatens government employees who want to tell the truth of punishment thereby causing fear and panic.

Right. It would make more sense kung "Preemptive Attack" or "Preemptive Action" katulad sa US. Pero "Preemptive Reaction"? Heh.

And there's nothing "calibrated" about the recent rally dispersals. Napaka-violent ng pwersa na ginamit dito. Even the police chief admitted to that.

The rally marchers were told by the organizers not to provoke the police, and they did not. They limited their actions to peaceful marches. Little did they know that marching peacefully was provocation enough for Arroyo's police thugs to use violence against them kung wala silang permission from Lito Atienza's office to rally.

And where's Joker Arroyo here? Hindi ba madalas siyang sumigaw ng "MARTIAL LAW TACTICS" kapag si erap ang nagdi-disperse ng rallies. Bakit tahimik lang siya ngayon when mas malala itong Arroyo administration na ito when it comes to crushing dissent?

Where's Sen. Noted Pangilinan, another grandstanding "anti-martial law" person? Bakit tahimik rin siya dito?

UPDATE: The tactics the administration is using right now is similar to the ones used by Iran and other repressive middle east countries where they call their secret police and thugs to beat up the student protesters.

And I agree with this, sipsip talaga si Lito Atienza kay GMA.
