Soliman said that prior to the elections, Arroyo supervised Cabinet meetings which focused on coming up with projects to compensate for her lack of "winnability" in some areas as shown in surveys.
She said the meetings were held once every two weeks in January and February 2004.
"It was chaired by the President herself and on occasion that she was not present then Executive Secretary Alberto Romulo was the one who presided," Soliman said.
She said among the projects was the controversial distribution of PhilHealth cards to indigent families upon orders of Arroyo.
She said the PhilHealth cards were made to appear to ensure medical coverage for the poor when it was a strategy devised to win votes for Arroyo.
OTOH, the guy in charge of Philhealth during the 2004 elections denied everything Ms. Soliman said and claimed that he would do the distributions all over again, if asked.
You mean like help other administration allies distribute Philhealth cards and other gov't goodies during election campaign stops in the 2007 elections, the cha-cha referendum, and future elections?
