It was a shocking to hear Roque Bello admit on TV last Wednesday that he "cut and pastes" election returns.

This is what he said when pictures of election returns being altered were shown on TV and was asked if it was part of the work being done in his office/residence: "Yes. The numbers ba, because this is one of the ways that you can determine whether the election returns are fake or not. We cut the paper then paste it to try to get the exact diameter or size."

He said they needed to do that to be able to compare with those in possession of the Comelec. He denied though that he was manufacturing fake election returns.

Election lawyer Leila de Lima was also surprised. She said it was the first time she heard of "cut and paste" to determine the authenticity of election returns. "I don’t do that and I don’t know of any election lawyer who does that," she said.

Another election lawyer who asked not to be named said he was aghast at Bello’s admission on TV. "It shows that’s the kind of work he does. That’s his specialty."

It was, therefore, not surprising that he revised his statement when I talked with him yesterday. He said they just "measure distances" to determine the diameter of the serial numbers.

Arroyo allies in the House has pretty much whitewashed GLORIAGATE and the case against Garcillano. Well, whaddaya expect? this is the same Congress that used their superior numbers to railroad GMA's proclamation while ignoring the opposition's request for a recount on the disputed COCs during the canvassing. This is also the same Congress that killed the impeachment. Interesting that Teddyboy Locsin is one of the five committee panel members who approved of this report.

Garci report. Once again, the House of Representatives has reaffirmed that it is under Malacañang’s control with the way the final report of five House committees on the Garcillano tapes came out. No closure on the impeachment proceedings, no closure on the Garci tapes. This gives good reason for the closure of the House of Representatives. It will be worst under a unicameral parliamentary system.

My personal opinion about the B&W style of flash mob protest is that mahirap gawin ito linggo-linggo, without it getting stale and old. I heard na well-attended ang first Black Friday protest (i don't know about the second one).

Mas maganda kung biglaan at "surprise events" ang mga flash mob meetings na ito, at hindi scheduled every week/friday. And it doesn't have to be every week.

Aside from PROC 1017 and Arroyo's illegitimacy, parating na ang Cha cha at No El ni Arroyo, and I hope the ARroyo admin will give us permission to protest her CHA CHA in the streets.
