I heard the news soundbite when Ramos said that, and I'm not really sure exactly what he meant by that. Maybe he meant that Bilibid is heavily fortified so the inhabitants of Malacanang are safe there. Or maybe he meant they deserve to be there.

thanks for the input, atty. narinig mo rin pala yung sinabi ni fvr. i myself have not heard the ramos quote.
