Speculations on who leaked the Garcia caper

There are speculations the American authorities purposely leaked the Garcia caper to the press, due to their frustration over the lack of action on the Philippine government side to curb corruption in the Armed Forces. It appears that some of the funds that were either “converted” or given as “supplier's rebates” to officers such as Garcia came from the US military aid packages that were supposed to be earmarked for anti-terrorism purposes. What this means is these funds are also supposed to be “accountable” under US laws.
